labourers in China are persuaded that
there are good chances of employment
being obtained in Hong Kong,it would
be very difficult for the Hong
Kong Govt to prevent their
coming to the Colony without strict
control of immigration into the
Colony which, even if practicable,
would not be considered desirable
for this limited object. Mr. Thomas
is rather inclined to think that, if
the alleged abuses do in fact exist,
they
fwaa
the result of the attractions
held out by recruiting agents
in China itself, and should, therefore,
be dealt with by the Chinese authorities.
